What is his grassroot learning of the needs of the beneficiaries of this ministry?
Is there any kind of pre-ministerial courses he/ she goes through? We need as citizens and voters more clarity on the team composition at each of the ministry, who are the people who make the decisions and escalate it to the minister. Is the ignorance that I have?
