Is it time to have qualifications for critical ministries

With growing need for faster development, is today’s minister ready for it.
It’s clear for a successful ministry one does need managerial skills and people skills. Assuming most of the leaders have the former. What will a Minister from State Capital background know of Irrigation Ministry, for the matter Power Ministry?

What is his grassroot learning of the needs of the beneficiaries of this ministry?

Is there any kind of pre-ministerial courses he/ she goes through? We need as citizens and voters more clarity on the team composition at each of the ministry, who are the people who make the decisions and escalate it to the minister. Is the ignorance that I have?

Second issue, is misuse of power with respect to security. Is there any level of prioritization that MLA or MPs have for traffic clearance. Why all MLAs are provided VIP traffic clearance and blockage of traffic to common man. Is there any prioritization only for ministers only?

Can cost be saved of travel for regular meetings at Lok Sabha and Rajya Sabha by using Video Conferencing? At every state Capitals one can assemble and participate in Video Conferencing.
Rooms can even be created on basis of party levels such that brainstorming can be limited to respected parties on issues. Only for critical issues can there be a major assemble at the Capital.
What are the yearly costs of all the days when the Assembly has been adjourned. Is there a cost consciousness?

To summarize,

  • Critical Ministers need certain qualifications
  • Transparency on the ministerial teams
  • Why are Traffic Clearance for all MLAs and MPs, is there prioritization
  • For periodic Lok Sabha & Rajya Sabha discussion, we use Video Conferencing that can save on travel cost, conveyance, accommodation costs. And stage lesser adjournment.
